Yes in most cases it can be remapped, however the gains wont be much especially for small engines below 2.0. On average of around 10 to 15hp at peak which may not be much noticeable, however on most cars we can enable slightly more low down torque and power to make it more responsive

It is absolutely impossible for the data inside your ecu's file to change by it self, even after 100/500 years, the ecu will still request the same amount of boost, fuelling & torque etc from your engine and its component. Your engine will follow those request according to its current overall health. eg lets say the ecu is requesting 2500milibars of boost from the turbo, the turbo will have no issues producing that amount of boost when its healthy, but lets say after 20 years 200k of use, wear and tear on turbo, so when the ecu still requests 2500mbars of boost, it might just be able to produce only 2400mbars. So when you experience issues or power loss, its usually a worn out component somewhere, the moment you replace it with a new one, it gets it performance back. So its not map data that changes, its the hardware, as all hardware have life span
